Open Consultation On The Future Of EOSC Published

The EOSC Executive Board has today, 20th of July 2020 published an open consultation on the EOSC Strategic Research and Innovation Agenda (SRIA). The consultation, which closes on 31st of August 2020, asks for the input of EOSC communities and beyond in setting out the future vision of the European Open Science Cloud.

The open consultation is part of the move towards the next phase of the EOSC and the creation of a legal entity. A first proposal, the ‘European Open Science Cloud (EOSC) Partnership' setting out the structure for this entity, was published in May. The SRIA document builds on the EOSC Partnership proposal by drawing from its structure, the work of the Executive Board & its Working Groups and input from stakeholders in order to set out a full and strategic vision. It is imperative to the success of EOSC that its communities directly shape this vision. Therefore, it is vital that stakeholders participate in the creation of the SRIA through the open consultation launched today. Research organisations and universities including their IT departments, individual researchers, policymakers, industry representatives and citizens are all welcome and strongly encouraged to respond.

Before completing the consultation, respondents are advised to first read the draft SRIA consultation document which sets out its draft general framework and provides key information. The consultation comes in the form of an online questionnaire where the respondent can give their views on topics such as EOSC’s guiding principles, areas of action and strategic objectives. This includes information related to rewarding open science practices and skills; standards, tools and services to find, access and reuse results, and shared and federated infrastructures to enable open sharing of scientific results.

A webinar introducing the EOSC Strategic Research and Innovation Agenda (SRIA) will be held on Tuesday, 28 July 2020, 11:00-12:00 CEST. It will offer an overview of the consultation document which was released on 20th July and explain the consultation process. Those interested can register to attend here.

Input from the Open Consultation will be used to formulate the SRIA v1.0, due for publication in October and presented at the EOSC Symposium 2020 which will be held online in the week of 18 October. The SRIA will accompany the MoU which will be signed between the EOSC Association and the European Commission, thus forming the EOSC co-programmed partnership.

The EOSC will contribute to a “Web of FAIR Data and Related Services for Science”, enhancing the possibilities for researchers to find, share and reuse publications, data, and software leading to new insights and innovations, higher research productivity and improved reproducibility in science. The benefits of Open Science and the EOSC address the 3 pillars of the European Commission’s Horizon Europe Programme: Better science, societal challenges and innovation. The EOSC ecosystem belongs to everyone in the scientific community and will be able to provide unbridled access to resources, datasets and services for researchers across Europe.

Background:

The current mandate for the EOSC Governance will end on the 31 December 2020. After this, a new governance structure will take its place.
